The platform was grounded in firsthand federal capture experience: sourcing, qualifying, and helping win contracts for an operating company before Create Group. That experience made one thing clear: finding an opportunity is only useful if the organization can credibly perform the work. The workflow started with organizational capability — services offered, past performance, certifications, target agencies, contract vehicles, geography, capacity, and deal-breakers — then mapped the capture work around that reality.

Stage 02 — Design the System

We designed the platform around a capability-to-opportunity model. The capability layer defines what the organization can actually pursue. The discovery layer pulls from federal contract opportunities, federal grants, state and local procurement portals, agency RSS feeds, and curated directory scrapers. The intelligence layer scores each opportunity against the organization's fit profile, tracks amendments and deadlines, and supports go/no-go decisions. The drafting layer turns qualified pursuits into structured proposal work with compliance matrices and submission validation.

Stage 03 — Build & Ship

A production workflow that filters noise before it drafts

We shipped a working platform with sixteen scheduled jobs running on a tight cadence — discovery every six hours, state and local scans every thirty minutes, amendment checks every eight hours, outreach sends every five minutes. New opportunities are normalized, scored against capability, embedded for semantic search, and surfaced in a dashboard within minutes of being posted. The platform does not chase every notice; it helps teams focus on the opportunities their organization can actually support.

Because the platform is built around source-agnostic ingestion and configurable capability profiles, new procurement portals come online without rewriting the pipeline.
